PM Imran announces launch of 'Corona Relief Tigers' to preempt virus' worst case scenario

  • Prime Minister Imran Khan on Friday announced the launch of a youth force labelled "corona relief tigers" which will lead the fight against the coronavirus in Pakistan.

"Recruitment for corona relief tigers will formally begin on March 31. We are calling upon all volunteers," said the premier during a special briefing to the media.
Noting that the virus has spread dramatically across the globe, with the United States emerging as the new epicentre, the premier said: "No one can say today what the situation will be two weeks down the line."

  1. That's why we have to be prepared for the worst case scenario (in Pakistan) in case the number of cases spikes," he said.


Referring to President Arif Alvi's visit to China during which he was accompanied by Minister for Planning, Development, and Special Initiatives Asad Umar and Minister for Foreign Affairs Shah Mahmood Qureshi, the premier said that the Pakistani delegation asked China how they controlled the situation at a time when there were close to 60,000 cases in Wuhan.
"It is important to note that when they enforced a lockdown, they delivered food to people's homes."
He said that Pakistani students recalled that the government would send supplies straight to their hostels.
"In Pakistan, this is a tall order. Today, if we want to lockdown, we don't have the infrastructure to get food to people's homes.
"So I am announcing today, we are developing a special youth force. Preparations for this are in full swing. We will have a membership drive with the citizen's portal," said PM Imran.
He reminded everyone that "we have the world's second largest youth population" which is a great source of strength for the nation.
"The corona relief tigers will be sent all over Pakistan. We will map out where there is a spike in cases and these tigers will be sent to those areas to deliver essential supplies."

Transport restrictions lifted

The prime minister also announced a lifting of restrictions on transport . "We have also decided that factories, edible items and the energy sector [...] industries attached to food items, will continue to function unhampered.
"Our aim is to not have people gather but all the while, there must be no obstruction to the supply side of things.
"This is a difficult balance to strike. We don't want the virus to spread and we don't want to have people dying in our bid to stop the virus," said the premier.
He said restrictions on passenger transport will remain in place.

'Prime minister's corona fund'

The prime minister said that in the coming week, a 'corona fund' will also be announced, which will welcome charitable donations so that the underpriveleged can be looked after.
"Data on our daily wagers is being collected. We will also dispense funds from the Ehsas programme and then this fund will be an added source to help people buy essential items for their families."
Labelling this an unprecedented initiative and putting stock in people's charitable spirits, the prime minister said that Pakistanis donate like no other nation in the world. He recalled earthquakes and floods which had wreaked much damage in the country but put no dent in people's willingness to help.
"But what happened was there was a duplication of services. There were areas where there was a great amount of work done and some in which there was no one and people were left hungry," said PM Imran.
He said with the use of information technology and the Ehsas initiative, everyone who wishes to donate will be registered and will be able to see which areas need the most assistance.
"Everyone will know who is doing what and where."

SBP account for overseas Pakistanis

The premier acknowledged that in the backdrop of the crisis, Pakistan will see a drop in remittances and foreign exchange reserves will be impacted.
To counter this, he said an account will be opened in State Bank of Pakistan, for which details will be provided on Monday or Tuesday.
"Right now, the Pakistani people are most in need of donations from abroad. I want overseas Pakistanis to deposit their money here so pressure from our foreign exchange reserves is relieved," said the prime minister.
"This will be the fund that will pull the country out from these difficult times."

'Food not short, supply a problem'

The premier then addressed the matter of a shortage of food items, especially wheat, clarifying that there is only the problem of transporting it due to lockdowns.
Federal Minister for Food Security Khusro Bakhtiar then provided "an exact picture" of the situation.
He said that tabulations for seven essential food items had been done to ascertain their stock across various districts.
"Where there is a shortage, the province will fulfil the demand. We have mapped out the country's transport needs for this."
He said that there had been a run on wheat due to the lockdowns and then there had been wheat procurement which Sindh and Passco (Pakistan Agricultural Storage and Services Corporation) had undertaken.

"Provinces are completing their targets and our aim is to not involve the private sector at this point.
"We have developed a mechanism with all the provinces today under which a certain quantity will be bought from Sindh by Sindh government, Pasco and the private sector," explained Bakhtiar.
The wheat will be brought to Punjab and delivered to KP as per the quantity determined, he said.
An agreement with the floor mills association was also made, said the minister.
"Under the agreement, the ratio of wheat to wheat flour has been increased by 20 per cent. So the same amount of wheat will now yield more and better quality wheat flour."
"And we will advise Sindh and other provinces to adopt this policy."
He said there was plentiful supply of wheat — 1.6 tonnes to be precise — currently available in the public sector. "Wheat harvest has begun in Sindh and will be done in the country's northern regions as well, soon. This is enough to cater to the demand until next season."
  • He expressed confidence that supply chains will function smoothly in a day or two.

    Why lockdown important in pakistan

    پاکستان میں لاک ڈاؤن کیوں ضروری تھا ۔

    کرونا جسے عالمی سطح پر وبا قرار دیا جا چکا ہے۔ چین، ایران، اٹلی اور جنوبی کوریا میں اپنی دہشت کے پنجے گاڑنے کے بعد اس وبائی مرض نے اب تقریباً سارے عالم کو اپنی جکڑ میں لے لیا ہے۔ پاکستان اور بھارت بھی اس لپیٹے میں آ گَئے ہِیں اور یہ غیر متوقع نہِیں تھا، ایران اور چین کے پڑوس میں واقع ہونے کے ناطے، اس وائرس کا سارک ممالک میں پھیلاؤ یقینی تھا، بس سوال تھا تو وقت کا تھا کہ کب پھیلے گا؟

    پاکستان میں بھی نصف آبادی 23٫8 سال سے کم عمر ہے تو کرونا کا مقابلہ کرنے کے حوالے سے ایک اچھا پہلو ہے، لیکن ایک چیز یاد رکھنی چاہیے کہ کرونا انفیکشن ہونے کے باوجود نوجوان بھلے آسانی سے صحت یاب ہو جاِئیں مگر اس دوران بزرگوں اور ادھیڑ عمر لوگوں سے ان کا میل ملاپ ان بزرگوں اور ادھیڑ عمر لوگوں کے لئے کافی خطرناک ثابت ہو سکتا ہے۔ کسی بھی ملک کی خوشحالی اس ملک کے لئے ناگہانی آفات پر قابو پانے میں مدد گار ثابت ہو سکتی ہے جب کہ مالی طور پر غریب ممالک اس حوالے سے جارحانہ اقدامات کرنے کے متحمل نہیں ہو سکتے۔

    Pakistan reported 1,039 confirmed coronavirus cases on Wednesday, after news cases surfaced in Khyber Pakhtunkhwa.
    Khyber Pakhtunkhwa Health Minister Taimur Khan Jhagra's spokesperson told Geo.tv that the confirmed cases now stand at 117 after 39 new cases were reported.
    Earlier in the day, the dashboard depicted that the new cases were reported in Balochistan, Sindh, Islamabad and Gilgit Baltistan.
    Balochistan government spokesperson confirmed that five new cases were reported in the province, taking the tally to 115.
    “The number of confirmed cases in the province now stands at 115 after five new cases were identified in the Taftan quarantine, the spokesperson added.
    Three new cases were reported in Sindh, while one new case has been reported each in Gilgit-Baltistan and Islamabad.
    Sindh remains the worst affected province by the coronavirus in the country so far, with a total of 413 coronavirus cases. In Khyber Pakhtunkhwa, the number of cases in the province stands at 78, while the number of reported cases in Gilgit-Baltistan is 81.
    In Islamabad, 16 patients have been confirmed to have contracted the virus, in Punjab 296 and one in Azad Jammu and Kashmir.

    ملک میں بھی اس وائرس سے 7 اموات کی اطلاع ملی ہے ، جبکہ پنجاب میں منگل کو اپنی پہلی موت کی اطلاع دی گئی ہے۔ اتوار کے روز ، بلوچستان میں اپنی پہلی موت کی اطلاع ملی ، ایک 65 سالہ شخص ، فاطمہ جناح چیسٹ اسپتال میں زیر علاج۔

    اس سے قبل ، گلگت بلتستان کے ایک ڈاکٹر کی ملک کی پانچویں موت کی اطلاع دی گئی تھی۔

    20 مارچ کو ، پاکستان میں اس وائرس سے اپنی تیسری موت ریکارڈ کی گئی تھی۔ وزیر صحت سندھ ڈاکٹر عذرا فضل پیچوہو نے صوبے میں 77 سالہ COVID-19 مریض کی ہلاکت کی تصدیق کی ہے۔

    Working from home: what are your employer's responsibilities, and what are yours?


    So you’ve been asked to work from home.
    Doing so usually requires changing aspects of your relationship with your employer. What it doesn’t change is that your relationship is based on mutual obligations. These remain exactly the same even though you work at home.



    Your employer’s duties, under both industrial relations and work health and safety laws, are to ensure you are able to work safely at home, and to cover reasonable expenses. Your obligation is to work if you want to be paid.

    A safe workspace

    In Australia, an employer has a duty of care legal for the health and safety of workers “so far as is reasonably practicable”. This duty is contained under the uniform work health and safety legislation of states and territories – see, for example, the Queensland legislation.
    That duty of care extends to anywhere work is performed. If you are asked to work from home, your employer is responsible to ensure this does not pose a risk to your health and safety.


    Some organisations conduct formal inspections of homes before approving working-from-home arrangements. That may not be practical in current circumstances.
    The next best option might be a virtual tour using virtual meeting software such as Google hangouts or Zoom. At a minimum, your employer should provide you with a health and safety checklist, specifying considerations such as:
    • a safe work space free from trip hazards (such as rugs and cables)
    • a broadly safe environment including an exit, smoke alarms and a first aid kit
    • appropriate lighting and ventilation
    • ergonomic requirements such as a desk large enough for tasks, phone and mouse within reach
    • a chair that adjusts to ensure your feet are flat on the floor
    • a computer screen positioned for your eyes to meet the top of the screen

    Reimbursing expenses

    Your employer’s primary responsibility under industrial relations law is to pay you for the work you do under applicable awards, enterprise agreements and contracts.
    Your employer is also responsible for providing you with the appropriate resources for work to be carried out. These might include a computer with systems to access and protect work files, a headset, a webcam and virtual meeting software.


    There is an implied obligation also to reimburse you for expenses incurred while working at home, such as extra electricity or internet access.
    This obligation may be spelled out in an enterprise agreement or a working-from-home policy, but not all organisations have codified entitlements. You may need to establish with your employer what costs will be reimbursed, what limits apply, and what approvals are required.
    If your employer does not reimburse you for running costs – because the paperwork is arduous and the amount usually small – remember you can also claim work-related expenses, including the cost of a dedicated work area, as tax deductions. Claimable expenses are set out on the Australian Taxation Office’s website.

    Employee responsibilities

    In allowing you to work from home, your employer is demonstrating a degree of trust that past generations of managers would have found unacceptable. Your obligation is to do the right thing even without direct supervision, observing the same practices as normally expected by your employer.
    All your usual employee responsibilities from the workplace continue to apply, such as obeying lawful directions and working to the best of your ability.
    Much has been written on how best to work at home. There are some common themes. Get dressed for work, so that you feel “at work” and behave accordingly. Maintain a separate work space, so there is a clear delineation between work and leisure. Ensure you take breaks to maintain your health and well-being.


    Another aspect of well-being you will need to pay conscious attention to is minimising the psychological stress of isolation.

    Working from home can be isolating in the best of times, and in the current situation this is arguably also an aspect of your employer’s duty of care. But this is something that cannot be easily codified and will require goodwill and negotiation. You and your employer may need to consider new routines for communication to ensure working at home is about physical distancing and social solidarity, not social isolation.
